No, if you are in a covered zone (county for county departments, city for city departments, etc) they come and put the fire out even if you are delinquent on your taxes. They don't even check on your taxes because you are in their zone and they have a budget from your local government. Collecting on delinquent property taxes is a different department of your local government (typically the county assessor or tax office). And again, not sure how any of this has anything to do with hiding municipal bond fraud. It's like you just learned about that and are eager to tie it in with other things.

   Municipal bond fraud and endless interest rate chasing keeps that at a black box. We need itemized numbers. If not enough money is going to schools and its needs ever higher tax valuations on properties, then it needs to be audited. Municipal bond fraud is all over the usa.
