Just to chime in on the physics reason - cold air holds less water than warm. Since water boils at 100C/212F, you can think of it like the colder it is, the less likely the water is to be able to stay as a gas. That’s why we use “relative” humidity instead of just humidity. It’s relative to the maximum potential humidity of the air at the current temperature. Absolute humidity is the partial pressure. So a HPWH dehumidifies the room because the coils get cold (as it moves heat into the water tank) and water condenses on those coils. Whereas, like you said, a dehumidifier has nowhere else to put the heat it’s moving (no hot water tank) so it just gets warm.

Dehumidifiers don't have anywhere to put the excess heat generated. If you think about an air conditioner unit, it moves the excess heat outside, which cools the indoors. As a side effect, humidity goes down because of various physics reasons. A dehumidifer doesn't have any place to exhaust the heat-- so it's pumping heat back and forth from the condenser to the evaporator and as a side effect it removes humidity from the air. But it doesn't have anywhere to move the heat-- it's just cycling it around in the same space. Heat pumps are measured using a unit called the 'coefficient of performance' or COP. When an air conditioner has a COP of 4, that means that it is generating 1 unit of 'waste heat', but it's able to pump out 4 units from outside to inside. This works the same for a heat pump hot water heater-- it generates 1 unit of waste heat but removes X units from the room and pulls them into the chamber. Theoretically, it tries to pull the waste heat into the chamber as well to increase efficiency further. Dehumidifiers are generating the 1 unit of waste heat, and then they don't have an "outside" or a chamber to pump anything to.

This is exactly how I handled my sister's crawl space! I'd also suggest throwing a smart sensor down there so you always know what the actual environment is like. For the dehumidifier, you can use a small auto-sensing condensate pump to route the water directly to a drain. The only catch is keeping an eye on the hose in the winter so it doesn't freeze and crack. Once that's done, the drainage basically takes care of itself.
