It can be really frustrating. It took us 20 years to get to making things look the way we wanted and do the renovations we had planned for. Before that it was the furnace, A/C, roof; washer and dryer, well, insulation, etc. But the good news was once we got the kitchen, baths, and flooring the house was super solid top to bottom. In the meantime I planned the hell out of the projects.

No, at second-best, if the basement is unused and the furnace is unintentionally heating it above ground temperature, a HPWH will take that heat which was going into the ground and make use of it. Best is to insulate so that heat isn't going to waste, and for the HPWH to pull the heat from the ground, which means cooling the air below the ground temperature and that area must have insulation to the conditioned spaces. The worst thing is to use a <=90% gas furnace to supply heat to an expensive, high-gwp-refrigerant-containing heat pump running on expensive CT electricity, when you could get a Takagi 96% efficient on-demand gas water heater instead.

That's code. The reason is because if you don't have enough makeup air you can get negative pressures which can affect combustion with things like furnaces. Don't want to create conditions conducive to the generation of carbon monoxide.

They don't heat the area, they remove heat from the area. That's what a heat pump does-- it moves heat from one place to another. It concentrates heat from the room and pulls it into the tank. So yes, this does mean that your house's furnace will need to run more in the winter-- but it's offset by the fact that your furnace is much more efficient than any hot water heater to begin with. So you're multiplying efficiencies. Also, in the summer you will appreciate the free cooling / dehumidification effect. Volume isn't any higher than any other dehumidifier- the technology behind them is the same.
