If you have the space in investigate a tanked heat pump water heater. If the boiler is working I wouldn't change it.

My water heater is a heat pump tank type and it uses \~$124 a year (measured), so $10/mo. I’m good with the convenience factor vs cost. Plus i had a justification that the return pipe can’t be capped @ water heater and left with stagnant water, it’s a Legionaries disease risk.

Just get a hybrid water heater with a heat pump. I got an 80gal Rheem 3 years ago for about 2500 with 1k rebates. There are many models out there, sure you can find one that fits your budget

No, at second-best, if the basement is unused and the furnace is unintentionally heating it above ground temperature, a HPWH will take that heat which was going into the ground and make use of it. Best is to insulate so that heat isn't going to waste, and for the HPWH to pull the heat from the ground, which means cooling the air below the ground temperature and that area must have insulation to the conditioned spaces. The worst thing is to use a <=90% gas furnace to supply heat to an expensive, high-gwp-refrigerant-containing heat pump running on expensive CT electricity, when you could get a Takagi 96% efficient on-demand gas water heater instead.
