Sounds like you have a skirted toilet? Without a photo it is hard to know. It is made with smooth sides instead of the usual that has the trap visible on the sides. If so, the only way to get to the nuts of the toilet seat is to remove the toilet! That’s why they suck. If this is what you have, some toilet seats (like Kohler I believe) have a “nut” that is a threaded insert that drops in the hole without a nut needed.

Sounds like it is a skirted toilet. If you're lucky, the bolts/screws at the back of the seat should have a corresponding nut that is firmly attached to the toilet bowl. I had to deal with one of these just last weekend to install a bidet. If you're not lucky, you may need to pull the whole toilet up to access the nuts. As others have said, including an Imgur link to a photo would help you get better answers.

Some nuts are inside the bowl behind the rim,others on the outside. Others are tool less fastners that only need 1/4 turn from outside and above.
