   It's only a two player but LotR: Duel would fit this. There is a military/control map aspect but there are two other routes to win with the Green Cards or catching Frodo/Delivering the Ring to Mordor

   That is one of the reasons that Legolas feels like a must pick because he can generate stealth tokens every turn. Rings I never seem to have a problem collecting before it’s time. But stealth is challenging, especially without Legolas. Sometimes it does feel like busywork because you’re done with all of the objectives and Frodo is ready to cross into Mordor but you don’t have all the pieces yet. I kind of like that part because it adds to the risk with Frodo slowly making his way through Mordor while the rest of middle earth is trying to help him from afar. In those cases the theme is doing some heavy lifting but I like it.

   It is hard to say if you are playing it wrong. If you are genuinely very good at it then on the easiest setting it will play like that. Put the difficulty up and the other quests are time consuming enough that by the time you did them you got the cloaks and rings and you had to think damn hard "do I risk using a ring here or save it to trade to Frodo". (Cloaks can be used by other characters to move Frodo but you do need a lot).

   I guess they foresee you getting into battles where you are out numbered. I'm playing for the first time myself, put in about 30 mins lol - I still have the setup on my coffee table from this past weekend.. Pretty much all the Nazguls are in Eriador with Frodo 😬. I'm gonna jump back into it this weekend, work/adult life has been taxing me.

   Yeah, but then you can do Frodo's ring action to slip through for "only" a few hope.
