   It's only a two player but LotR: Duel would fit this. There is a military/control map aspect but there are two other routes to win with the Green Cards or catching Frodo/Delivering the Ring to Mordor

   Legolas the tailor is very straight forward but I don't think he's THAT mandatorily strong. Frodo can be jumping between region to escape nazguls and there's quite a bit of other character that mitigate search rolls or path costs at almost no cost. I think themed objective sets are quite a bit better than full random in terms of theme (and probably difficulty and pacing). In a what-if scenario, it's quite possible that Frodo got to around the gates of Mordor quite uneventful ly but can't actually find the path for months and without his journey, haven't have the experience and tested his will ton understand the gravity of his quest.

   That is one of the reasons that Legolas feels like a must pick because he can generate stealth tokens every turn. Rings I never seem to have a problem collecting before it’s time. But stealth is challenging, especially without Legolas. Sometimes it does feel like busywork because you’re done with all of the objectives and Frodo is ready to cross into Mordor but you don’t have all the pieces yet. I kind of like that part because it adds to the risk with Frodo slowly making his way through Mordor while the rest of middle earth is trying to help him from afar. In those cases the theme is doing some heavy lifting but I like it.

   When we get the event card that let's you move enemy troops, we keep it for that moment but we've also gone into Mordor with all of our fighters before and just cleared out a path for Frodo. What I meant is that you can roll searches if there are 1-3 enemy troops or nazgul because you can get lucky or you spend hearts afterwards. Also when you get hope as reward for missions, you might hit the upper threshold, so instead you can gamble with hope a bit beforehand.

   OP doesn't say easy, they say waiting around on cloaks. Which has been my experience too. Yes you put out fires across the board then get to Mordor and you're shuffling around a few turns for the last bits to go in
