Not everywhere outside of Italy at all, also many Western places have chai lattes and matcha lattes and other things like that. I know some places shorten caffe latte to latte but it still means what it means. OP is correct that they made a chocolate latte even if that isn't what it means to YOU personally. You can have any type of latte, not only coffee
