There's no official value. It's just how much you're willing to pay vs how much they're asking. We bought Gundogan, KDB and Rodri for huge sum. They're leaving (or left) as heavily successful legends.

Sure but you could say that about literally anyone who’s available. No one can sit and control a game like Rodri. You’ll always need 2 players to replace him. Especially since Bruno would be a relatively short term replacement anyway who Arsenal would likely be moving on at the end of his contract. City are hoping to develop the next Rodri tier midfielder rather than a stop gap.
