Stripe's usage based billing genuinely covers this well internationally, worth checking their metered billing docs directly since PayPal's variable recurring stuff really is the weak link in their whole API compared to everything else they offer

I've used the Stripe integration countless times and... no, you aren't. Using the integration as they've rolled up the dev kits it punches out or iFrames in their checkout. Literally none of those details ever goes through your own code. Same principle as SSO - it's turn-key. It's compliant.

I'd build your store on WooCommerce and avoid Stripe entirely. The most bulletproof set up is getting it right on day 1. WooCommerce will allow you to dodge Shopify's 3rd party processor fee if something does go wrong, and I'd highly recommend getting set up with a real payment processor not a payfac.
